Greetings!!
This idiom, extremely popular nowadays in Pakistan due to the conditions prevalent, has more depth to it than the number of words that make it. If you do nothing to solve a problem and let it thrive, you become a part of the problem itself!

Consider the horrific killings of the two brothers in Sialkot not very long ago. All the on-lookers, most of them who did not agree with the happening, became a part of the crime for their lack of reaction. Even if one of them had resisted the crime that was happening there right in front of hundreds of spectators, a chain reaction must’ve started with every one of those not agreeing with the event joining in to save the two brothers. Justice is served better with the oppressor and the oppressed both alive to defend their cause – not with one side silenced to death!! By doing nothing, the entire crowd became convicted with obstruction of justice!
Let’s take another example. Nowadays, we see most of the Pakistani nation crying and complaining about the government and their erroneous policies. Everyone has a tale of their own regarding how they are being oppressed and crushed. The Pakistani nation is not short of grumblers. Ask these crying complaining nationals and they will tell you none of them voted during the elections! By staying quiet then, they became a part of a bigger problem we face nowadays. The problem is not the government’s oppression anymore it is also the governed not doing anything to end this oppression!!
Peace.
